I think it is considered as structural unemployed as he did not receive response because he is too young.

Here, Workers actively looking for jobs may be a recently collage passout, new entrant in the job market, peopel who have left their job for personal reason but now actively looking for, people who want to change their career or city of compny etc. Structural unemployment is occurs due to technology chages or economy changes that widen the skills gap. Cyclical unemployment occurs due to chage in economy or business cycle and seasonal unemployment occur due to when people are unemployed at particular times of the year when demand for labour is lower than usual. Here, a 14-year-old is actively looking for a part time pet care job. He applied for three positions but received no responses because lack the resources or efficiency so, its a type of frictional unemployment.
