I will be telling procedure in Pro E

First select a plane from the 3d view. Then select sketch. Then sketcher will be open. Then draw 2d diagram of the rectangle using rectangle tool. Then select tick mark symbol. Now use extrude command and give the required height to the rectangle. A 3d rectangle block will be created. Now select the surface of the rectangle block on which cylinder is to be placed. Then select sketch. Sketcher will be open. Draw a circle of required diameter in sketcher(diameter should same as that of diameter of cylinder). Now click OK. Then select Extrude command and give reqired height to it. This will be height of cylinder. Select done and a cylinder on surface of rectangular block will be created.
