1. The process of negotiating between the workers and the management for mutual benefits is collective bargaining. Collective bargaining for workers are done by their representatives who negotiates the terms and conditions in favor of the workers.It is mutual agreement on the proposals of both the management and worker representatives arrived collectively,and hence is called mutual bargaining. It aims at promoting wellness of both without conflict and minimum inference of the government. Through this harmonious relationship is maintained between the government and the workers ,also it promotes industrial democracy.
2. NLRB stands for National Labor Relations Board.This is an agency for labor welfare with the federal government,founded in 1935. The main aim of agency is safeguarding labor interests and the welfare of the labors. It checks the working of unions whether they are promoting the labor welfare or not and safeguarding the promotion of labor welfare policy in an enterprise.

4. Lockout is called a "management weapon" because the management can call strikebreakers during the period of strikes or lock out (suspend or terminate) the employees whom they feel are troublesome for their vested interests, thus they can make the labors work at their terms and conditions. Lockout also minimize the interference of Unions with the management affairs as it always poses a threat of termination of the labor representatives.
