From a hormonal standpoint,why is the first day menstrual blending counted as the first day of a new cycle rather than as the end of the previous cycle?

The menstrual bleeding which comes is the source of the material of previous menstrual cycle due to shed of uterus wall lower level of estrogen and progesterone.
