1. 2500 Desktop PC's (1GHZ CPU, 2GB RAM, 16GB HDD) - These specs are not suitable and totally not recommended.

Because if we see the minimum requirements for Windows 10, which are, 1GHz CPU, 2GB RAM for 64-bit (nowadays most of the CPUs are built with 64-bit instruction set, therefore 64-bit CPU is always recommended), 32 GB HDD for 64-bit.

Now all above minimum specs are not met with the given specs.

2. 1500 Desktop PC’s (1.4GHZ CPU, 4GB RAM, 1TB HDD) - This CPU can be used for the upgrade from XP to 10 as it met the minimum requirements for Windows 10. But we cannot get much of a performance from this PC because of it's CPU.

As if we talk about the recommended requirements for Windows 10 i.e. 2GHz or faster CPU, 4GB RAM, 100GB HDD.

The processor speed in the given specs is 1.4 GHz which is meeting minimum requirements but when we come to recommended 2GHz, this desktop PC may lag sometimes.
