Vulnerability reduction means reducing from vulnerability. That means protecting from various vulnerability like emotional, social, physical, natural vulnearabilities. Eg, earthquake, flood, cyclone, bomb blast, accident, etc. So vulnerability reduction focuses on reducing this type of things, and protect the people and society.

But the financial risk reduction different from it. It is to protect the people from financial risk which will come in future. So for prevention of country from financial complications, first itself protecting the financial setting.

Critical infrastructure protection aims for protecting the country from overall problems like, critical issues. Eg, earthquake, flood, bomb blast, natural calamities, financial issues, social issues etc.

So financial risk reduction and vulnerability reduction together focuses on critical infrastructure protection. By reducing vulnerability and financial issues, total infrastructure of country can protect.
