How do conceptions of CBDR differ between the Global North and the Global South?
this is my third time posting this question, i need a clear and very simple answer in 2 paragraphs
CBDR is common but differentiated responsibilty. This concept has come into existence in the context of climate change and sustainable use of resources.
This terms is formalized in United Nations Framework Convention on Climate Change (UNFCCC) of Earth Summit in Rio de Janeiro, 1992. it is based on climate change and industrialization.
Global south is a term used for all less developing countries which were colonies or still are not fully industrialized. Global north are developed countries which are basically rich and are already industrialized.
CBDR makes developed countries more accountable for present status of climate change as they polluted more during industrialization in 1between 18th -20th century.. It caused negative effects on biotic and abiotic life. It puts harsh restrictions on 'north' countries and asks them to pay in terms of reducing emission and also fund cleaner technologies and transfer to 'south; It allows 'South' countries to pollute more to catch up with development gaps that exist.
CBDR works on equity and polluter pays principle. Currently as many developed countries oppose this principle (Eg. USA),CBDR has been relatively sidelined in environmental governance debates.
