A resume describes all the accomplishemnts you have made in your academic as well as professional life. A cover letter is a document which serves as a letter of introduction.
Personally, drafting a resume was not an easy task as it demands you to list out your accomplishments in a refined manner. The tone should not be boastful at all. Only the activities which you consider good enough to appear on your resume have to be selected. Writing a cover letter is fairly easy as it has a fixed format and is standard.
In a cover letter, I portray my basic introduction and highest qualification along with a greeting. My contact details also have to be included. On the resume, the projects I have undertaken, the responsibilites I have been assigned throughout my career and the scores in the exams I have given would be included.
My approach would be to prepare a truthful resume. Every word written on the resume should be justifiable.
