Would you modify any of the eligibility criteria currently used to qualify unemployed persons for unemployment insurance benefits? Explain the rationale for your answer and please conduct research to support it, citing at least one scholarly resource in APA format.

Department of Labour laid down two main methods for qualifying for the benefits of unemployment benefits:-

  • The candidate should not be unemployed due to a personal fault. This indicates that only if the unemployment is resulted due to the economic situation of the industry or the organization, such as lay off then only the benefits can be received. Any personal misconduct or resignation from the job will not be covered.
  • The candidate must satisfy the requirements of the state related to the time worked or earned wages. In this condition, different rules are employed by different states. For example, in case of New York, the candidate must complete at least two calendar quarters of the “base period” and must have received $1600 in the form of wages in any of these quarters and in that tenure, the candidate must have earned 1.5 times the highest paid quarter.

Out of the above two conditions, I think the second conduction must be modified particularly when it comes to the minimum time sent in the organization and the total wage limit. This is mainly due to the fact that if a person recently joined an organization, and suddenly recession hits the organization and within some months, the candidate is laid off, then the candidate is not eligible for the unemployment insurance. If we see, there is no personal fault of the candidate and unemployment is resulted from the pure economic reason. Thus, in my opinion, this minimum time limit must be removed.
