In Ukraine, trade defence instruments have been applied. The country is reviewing laws used in other countries such as Russia and Belarus. These laws are related to imports of different goods. It is also processing various safeguard measures for imports. Ukraine has applied anti dumping duties for different goods from different nations. For the trade defence proceedings, it has involved many state authorities such as the Interdepartmental Commission on International Trade, the Ministry of Economic Development and Trade of Ukraine and the State Fiscal Service of Ukraine. Ukraine has adopted several principles of foreign economic activity. It provides equal rights to carry economic activities once the entrepreneurs have registered themselves. After the registration, it is forbidden to limit the right to carry foreign economic activity.
Ukraine has appointed various authorities to regulate the trade defence instruments. There are international treaties which are ratified by Parliament of Ukraine under the Law of Ukraine in International Treaties of Ukraine. It is regulated by GATT 1994, agreement on subsidies and countervailing measures, agreements on safeguards and agreement on application of article VI of GATT 1994. It has formed a special national legislation for international trade as well which consists of safeguard law, anti-subsidy law and anti-dumping law.
Rule of law states that all the institutions and individuals are accountable to law. It states that all the citizens are equal before the law. It is used to prevent wrong use of power. It is a legal principle under which people are governed. It supports independent courts and democracy.
Rule of man implies absence of rule of law. It states that a person or a group of people rule arbitrarily. In this, the ruler is not bound by any law and is above it. The ruler has absolute authority. Advocates of rule of man say that rule of man is better as the ruler would be independently able to decide and implement what is good for the society as a whole. This rule supports dictatorship and monarchy.
