Buffer:

Buffer meant to be the in simple words that series of statements that will lower the impact of bad news which is about to be delivered. In other words you can say that it kind of sympathy message for the listeners.

Normally buffer will deliver some positive aspects about the negative news you want to give to your audience. Buffer can soften the blow of the bad news and it can at least give emotional sympathy to listeners and they will get bad news with minimum impact. Buffer used to reduce the disappointment of news receiver and can give some ease when hearing a negative thing.

Example: When bank reject the loan application of any customer they deliver that message with buffer statement like, our bank appreciate your effort that you applied for a loan, unfortunately, we were unable to approve it this stage.

Thus buffer will ease the harm or negative message in mind of a reader.
