DEFINITIONS
The Recovery Act specifies three main components of meaningful use: The use of a certified EHR in meaningful manner, the use of certified EHR technology for electornic exchange of health information to improve quality of health care and the use of certified EHR technology to submit clinical quality and other measures.
MEANINGFUL USE STAGES
There are three stages :
Stage 1
Promotes basic EHR adoption and data gathering
Stage 2
Emphasizes care coordination and exchange of patient information
Stage 3
Improves healthcare outcomes
Stage 1
Meaningful use stage 1 is the first phase of the United States federal government's meaningful use incentive program, which details the requirements for the use of electronic health record (EHR) systems by hospitals and eligible health care professionals.
Stage 2
Regulations call on care providers to put more advanced processes into place, increase the interoperability of health information and adopt standardized data formats. Stage 2 also places a greater emphasis on exchanging clinical between providers and enabling patient engagement.
Stage 3
Patient electronic access: To help encourage patient engagement , meaningful use stage 3 includes on objective in which eligible , physicians must provide access to EHRs o more than 80% of patients , with the option to view and download the records.
