The state of Massachusetts has a provision of the individual mandate before the implementation of ACA. This was implemented in the year 2006 and even since it is existing. But there was a deduction of state penalty from the federal individual mandate penalties from 2014 to 2018 which makes sure that double penalties are no paid by the citizens of Massachusetts. This penalty in the state is implemented only of the adults but in the case of ACA, the families are penalized for having uninsured children.
