Since the government primarily exists as a body that tries to maintain law and order and at the same time aims at maximising welfare of the public, the setting up of a stable set of institutions forms an indispensible part of its functioning. The government in this way plays the role of an actor by initiating policies that aim at promoting welfare of its citizens. Similarly, it also plays the role of a referee by ensuring that there is law and order in the country: through this function the government also seeks to protect people by defining their fundamental rights and giving opportunities to redress any violation of these rights. Governing a country necessitates setting up of institutions such as Police department Judiciary, Social welfare ministry, Health ministry among others. These institutions have to be stable in their functions and at the same time ensure that its decisions do not conflict with other institutions under the government A set of reasonably stringent rules will help in achieving this end,

providing the nation with a stable set of instituions and rules is one of the six this is a very important function on the part of the government as these instituions takes the centre stage in their respective tields in matters of conflict or are referred to in need of guidance these instituions are the ones that are to show the way to other players in the respective field, now these institutions not only mould ideas but themselves are governed by a set of rules, rules made by the government highlight the boundaries of operation for a entity or the limits to an individual, these rules are the guiding principles of these institutions, like take a case of child abuse, government by making rules regarding child abuse tries to reduce the level of child or hese insta abuse and give punshments to those involed in such a crime not only this, by setting up an instituton the government tries to provide an area where one could go to in order to gain assitance, OR consider another example from another country, in india NITI AAYOG was formed it is a think tank formed to come up with various policies and strategies to help solve various problems of the country on the second hand this body is also governed by a set of rules and regulations which explains its powers and limits in terms of operations
