If the insurance has to be paid by the tenant, then the landlord may require the tenant to provide the proof of the insurance that can be provided once a year or an annual basis.

As per the personal property act, the leased property still belongs to the landlord and the landlord has the right to make some improvement in the unit provided that it should not disturb the normal business of the tenant or the improvement should be done in coordination with the tenant.

No, the tenant cannot make the improvement in the leased property until a written consent has been received from the landlord. There are soe laws which have the provision of receivig the payments from the landlord if some improvemnts are done in the unit with the consent of the landlord.
