Does your community have mechanisms in place for early detection of a potential bombing and the infrastructure to mitigate loss of life during and after an event? What are the reporting procedures? Have they been practiced or drilled in your community?
Yes ,in my community (India) have early detection of a potential bombing and infrastructure to mitigate loss of life during and after events:
Mitigation activities are designed to alleviate the effects of a major disaster or emergency or to minimise the potentially averse effects of those that are unavoidable.the response include immediate action to save lives, protect property ,and meet basic human needs.
Normal activities of emergency operations center in India:
1)Ensure warning and communication systems are in working conditions.2) collect and complete of district wise information related to hazard, resources, trained manpower etc.
3)conduct district, subdivision and community level mock drills.4) monitor and evaluate community.5) allocate tasks to the different resources organizations and decisions making related to resource management.6) supply information to the state government.
Structural mitigation: disaster mitigation focuses on the hazard that cause the disaster and tries to eliminate drastically reduce its direct effects.
Structural mitigation:
1)Develop appropriate policy infrastructure for budget allocation for carrying out retrofitting of identified life line structures.2) training of all departments.3) establish seismic performance standards for all life line building.4) promote of retrofitting technologies.
Practice in the community:
1) formation of community based disaster management committee and taskforce.2) training to the taskforce and committee members.3) first aid and trauma,counselling.
4) establishment and strengthening of emergency operation centres.
