1) Structure of the Israeli health system:
health care in Israel is universal and participation in a medical insurance plan is compulsory.
All Israel residents are entitled to basic health care as fundamental right.
The Israeli health care system is based on the National health insurance law of 1995, which mandates all citizens residents in the country to join one of the official health insurance of organizations. It includes:
1) universal coverage.
2) freedom of choice and change between 4, nonprofit( health funds).
3) health funds( HF) supplied community health services.
4)high quality of care.
5) the budget is allocated to the HF.
6) health basket - important package of health benefits.
7) healthcare delivery- community care - HF ( primary, specialist).
Hospitals - government, HF, nonprofit public, private sector - small but raising.
2)what can other countries learn about Israel disaster response health system: Israel supreme health authority , a committee of the ministry of health, coordinates emergency management nation-wide.
2)Israel emergency management system includes contingency planning , command and control , centrally coordinated response,co- operation,capacity building.
3) compulsory emergency response training for all medical institutions and first responders and regular excercise for responding to mass casualty incidents are carried out.
4)all personal that constitutethe response team for emergencies including, physician,nurses, paramedical staff,l logical and administrative professionals are target group for this training.
5) Israel response system is structured to take advantage of existing nation wide to network of prehospital services and health care providers and facilities.
3)Aim of Israel's health system:
Improving it's health care with high efficiency and relatively low and constant spending.
Use of innovate technology to meet future challenges.
Structure: community based health care.
Provide quality measurement and transparency.
Financing -supplementary health insurance.
