This question is based on concepet of basic nature of charges. First of all you have to know that -

1.The same nature of charges have always repulsive foce and and different nature of charges having a attractive force always.eg-positive and positive charges always repell to each other and like wise negative and negative charges also repell to each other but if you see forces between positive and negative charges than it will be attractive force there.

2. Now you have to look the seperation distance between them also.From the colonmbs law of elactrostatic force is inversely propertional to the square of the seperation of the charges. hence if we increase the destance between them than force will reduced and vice versa.
