Medicare is a national health insurance program which is now administered by the Centers for Medicaid and Medicare Services of the U.S. federal government and started in 1966 under the Social Security Administration.
The Centers for Medicare and Medicaid Services (CMS) is the federal agency which is responsible for the medicare program. The CMS is branch of the health and human service department. The CMS has key role in the healthcare, they monitors the different full details of the actions plane run by the Medicaid offered by each state. Medicare have very broad coverage of the peoples, it have covered more than 48 million peoples in 2011 with total expenditures of $549.1 billion. The money for this organization comes from the different medicare trust fund. Medicare has two major funding resources and the funds of these trust can be used only by the medicare.
Hospital Insurance (HI) Trust Fund: the money comes to this fund from the payroll taxes paid by employees, employers, common people.
Supplementary Medical Insurance (SMI) Trust Fund: the main resource of this trust is the funds authorize by the Congress, interest earned by investors and many others.
This health insurance is for the Americans aged 65 and older who have worked and paid to system by payroll tax. This also provides health insurance to younger people with some disability status as determined by the Social Security Administration and peoples having end stage renal disease and several others chronic diseases. Americans mostly depend on Medicare for the help with their medical bills. These Medicaid and Medicare were first started by the President Lyndon B. Johnson and give his approval in the amendments.
The eligibility for Medicare, and individual must be either within 65 year old or disabled or having end stage renal disease with any age. Eligibility for the Medicaid benefits have several criteria for the selections but major fact is poor people’s will be given preferences. Individual states have different guidelines for the eligibility.
