The Washington Naval Treaty results to an very effective end which the building of new battleship fleets and few ships that were built were limited in armament and size. Numbers of those existing capital ships were also scrapped. Some ships were under construction, turned into aircraft carriers..
Even with the Washington Treaty, the major navies still tried to
remained suspicious of the each other, and must a brief while
(1927–30) engaged in a race which build cruisers that had been
limited to size (10,000 tons) but not numbers which oversight was
even resolved on value of cruisers by the London Naval Treaty of
1930.
For the first time submarines were limited, those with Japan given
parity with the Britain and US at 53,000 tons each. The U.S. Navy
started maintaining an active building program which replaced
obsolescent warships with the technically much new and
sophisticated models in part because of its construction and were
important sources of political patronage, as well as much protected
by Congress. During the New Deal, furthermore, relief funds were
used to build warships. "The naval program was wholly mine,"
President Roosevelt boasted.
