1.All provinces except Quebec is not included in reciprocal billing as residents of Quebec have no healthcare identification card and they pay the physician directly.

As the hospital policies are set for reciprocal billing or payment, when only patients from Quebec need to be billed, it's an additional responsibility and Rask for the administrative personnel.

2.Yes, all the territories participate in reciprocal billing.

It reduces the burden of the hospital administration as any resident moves from one territory to another, if he has a valid health card it would be easy for the payment
