Also, answer the question: Do you think that if there is an improvement to public relations, such as, safer gun controls to prevent shooting accidents, cigarette and drug control, etc, that the cost of the public health could decrease not only in the state of NY, but in the nation as a whole?

It does not surprise me that the support and regulate business fund is one of the largest three expenditures in the state of NY. NY is known as the business center of the United States, therefore, expenditures are definitely spent in this aspect as to support and regulate business. As being an intern in tax accounting last spring, I know that NY does only tax at state level, but at city levels as well. If a resident of NY resides in NYC, and also works in the NY area, not only are they subject to NY state personal income taxes, but also their local taxes. Therefore, personal income taxes are definitely a reliant revenue source for the state. According to a 2018 New York times article, the costliness of the public health fund relates to several factors, but can be prevented or reduced due to the fact that: building new hospitals and training more specialists isn't always the answer to public health safety, finding equality in the division of race and income with regards to diseases, and better public relations. Do you think that if there is an improvement to public relations, such as, safer gun controls to prevent shooting accidents, cigarette and drug control, etc, that the cost of the public health could decrease not only in the state of NY, but in the nation as a whole?

Yes with an improvement in public relations such as safer gun control measures to prevent shooting, control on sale and purchase of cigarettes and drug controls, etc. can reduce public health cost not only in NY but in whole of the country since these control measures will be applicable on whole of the nation/country and will positively control lots of cost and its benefits will also felt in whole of the country but as NY is the business center of the country then implementation of control measures will be seen more visibly and clearly in NY since here businesses are affecting lacs of people and due to its importance for the business point of view here lots of people live, transact, crime rate and percentage of incidences of crime can also be higher then any control measure which is implemented in whole of the nation, will be more visible in NY.

Pollution control measures, increase in forestation apart from safer gun controls, cigarette and drug controls will go a long way to reduce public health cost and moreover it is a saying that prevention is better than cure and that's why increasing number of hospitals and increasing strength of medical specialists are measures for cure which can only cure the damage but cannot eliminate the chances of damage to occur in the first place.
