While your stock price has mostly rebounded, you a loss of value of $1 billion the day after the incident with the doctor. You know your organization needs a culture change. One of the steps of the kotter's 8 step is to form strategic vision and initiatives for the firm. United Airlines can state how the future will be different from past and regain the trust from the customers which probably must have lost because of the incidents happened in the past. This could be done by making extra efforts to make their customers feel secure and comfortable and promote their best practices to the audience.

Enlist a volunteer army could be another step that the airline needs to take to bring it to the masses. Volunteers make the project a movement and hence incentivising volunteers in every respect possible to spread information and promote the firm.
