90% of the House incumbents and about 85-90% of Senate incumbents are reelected election after election. If the vast majority of the members get reelected over and over again, do we have a meaningful electoral system?
Electoral system
An electoral system or voting system is a set of rules that determine how elections and referendums are conducted and how their results are determined. Political electoral systems are organized by governments, while non-political elections may take place in business, non-profit organisations and informal organisations. These rules govern all aspects of the voting process: when elections occur, who is allowed to vote, who can stand as a candidate, how ballots are marked and cast, how the ballots are counted, how votes translate into the election outcome, limits on campaign spending, and other factors that can affect the result. Electoral system, Method and rules of counting votes to determine the outcome of elections. Winners may be determined by a plurality, a majority (more than 50% of the vote), an extraordinary majority (a percentage of the vote greater than 50%), or unanimity. Candidates for public office may be elected directly or indirectly. Proportional representation is used in some areas to ensure a fairer distribution of legislative seats to constituencies that may be denied representation under the plurality or majority formulas. If the vast majority of the members get reelected over and over again,NO I dont think so that there will be a meaningful electoral system as new electors come there will be new ideas and new innvotion to develop the country and to provide with vary knowledge of the country.
