But it's always a good idea to make sure your competitive spying  strategy must be highest ethical a standard or under legal way of spying not like theft of document of any company or by violence on any stackholde related to company.

No it is not illegal to spy on your competitor. Spying and get good information about any company can make you more profitable in market .if means are legal than it is not illegal to do spying by using secretive or deceptive means.
