Ethics is concerned with moral principles, values and standards of conduct. The field of health and health care arises numerous ethical concerns. Recognising ethics as an opportunity and not an obstacle is therefore fundamental for health care policy, because the implementation of effective policy analysis lies squarely between science and ethics.
Every health care organisation enacts a multitude of policies, but there been no discussion as to what procedural and substantive requirements a policy writing process should meet inorder to achieve good outcomes and to possess sufficient authority for those who are asked to follow it.
Developing good health care policy is a challenge at the best of times. In most developed societies , health care is organized within structurally complx system that are politically charged. The mix of public and private funders and providers currently existing in most countries has advantages ; fir example, it can lead to the improvement of patient care and innovation in medical treatments. But, imperfect markets being what they are, this situation can also make transparent decision making challenging, diminish effectiveness and lead to perverse incentives.
* Ethical standards promote the aim of medical care : to alleviate suffering . For example, recruiting highly qualified medical personnel and skills in both medical care and medical ethics and may minimize errors.

* Ethical standards will help to build public support for medical care. People are more likely to pay for medical care and donate to health Promoting projects if they trust the quality and integrity of these programmes.
* Ethics will help to ensure that health and medical care are held accountable to the public.
* Ethical standards in medical care policy promote other important moral and social values such as social responsibility, human rights, patient's welfare, compliance with the law , regulations and patient's safety.
Adherence of ethics in the health care policy facilitate a pleasant environment for both patients and medical workers.
