"Is the primary goal of most members of Congress good public policy or to be reelected? Is that good or bad for democratic government?"
primary goal of congress members is to make laws that influence daily lives of the people. it holds hearings for legislative processes , conducts investigations for executive branch and serves as a voice of the people and states in fegeral government.
But some of the members of congress are more oriented towards getting reelected which is very harmful to any democratic governmnet. It is a primary responsibiity of any leader to listen to public and work for their welfare.
