Well, first of all it totally depends on the country and the concerned sector. Taxes are the main source of incomes for government. So if the government doesn't have enough money they will first of all try to increse the taxes rate in business level.

That is if a company is manufacturing products with the help of imports and if the government increases the import duties it would be very difficult for a business to flourish in that condition. So reduction in government duties in import can be a positive tax reform

For example, harley davidson is a us motorcycle brand so if they want to sell this product in the indian market the Indian customers wants to pay 100% tax duties which will obviously reduce the demand of that brand in indian market.

Uniformed tax rates can be another reform.

That is one tax for all the products which will helps the business to calculate single tax percentage than different types of taxes.
