What type of public health system is used in New York State (centralized, decentralized, mixes, shared)?
What level of government has authority over the LCD in NYC?
What services are provided in a sample of local health departments? Which are nursing related?

1. The New York City Health and Hospitals Corporation will now be known as NYC Health + Hospitals as part of a new brand strategy that unifies its more than 70 patient care locations in the five boroughs and represents a transition to a wellness-focused health care leader that provides essential services to 1.4 million New Yorkers every year. The change is designed to help redefine the largest public health care system in the country as it embarks on an aggressive campaign to attract new patients, expand primary care services in underserved communities, increase membership in its low-cost health insurance plan MetroPlus, and grow revenue to preserve its mission.
The public health system began to introduce the new logo and graphics standards to its 42,000 employees this week with brand celebrations at many of its patient care locations. The implementation of the new brand will be a gradual, multi-year process and a grassroots effort to build employee and community-based brand ambassadors. All the brand graphics were developed in-house.
Rebranding the health system is one of numerous restructuring measures and new initiatives underway that support the “2020 Vision” expansion plan Dr. Raju announced in April 2014. The plan seeks to increase the number of patients using the system to two million annually, double membership in MetroPlus Health Plan to one million by the year 2020, and emphasizes improved patient experience to achieve those goals.
2. To understand how local governments can serve you, it is important to understand the types of local governments in New York State. Local Government in New York State is comprehensive. There are 1607 general purpose local governments in New York State, each with its own governing body and taxing authority. These have evolved in response to legislative initiatives enacted when residents wanted to be physically close to their elected representatives because travel was time-consuming and arduous. In the digital information age, these considerations may no longer be relevant, yet we retain the legacy of a fragmented and unsustainable system of governance. New York also houses many other special purposes governments and districts that impact a resident’s tax bill.
Article IX of the State Constitution required the State Legislature to enact a “Statute of Local Governments” granting certain powers to local governments. Among the powers granted is the power to adopt ordinances, resolutions, rules and regulations; the power to acquire real and personal property; the power to acquire, establish and maintain recreational facilities.

basic service unit in the administration
of public health. Through daily contact with the public the local
health depart-
ment obtains firsthand information con-
cerning local health needs, and is
responsible for providing its community
with direct services. A unique combina-
tion of medical, dental, nursing, engi-
neering, and other technical services,
together with statistical, educational,
managerial, and administrative skills, is
made available through a full-time effi-
cient and well staffed local health de-
partment. Its personnel is specially
trained to utilize the health sciences in
the public interest through effective
community organization.
