Top Management team could find such implementation process much difficult as they need to create strategic objectives and align such objectives with various project objectives and departmental objectives. Further, they need to work on budget allocation, resource selection and higher level scope and benefits planning. All such activities could be tough enough as all these can be influenced by both external and internal factors.
