When we envision and plan something, we are almost always doing it in isolation. What this means is that even with an in-depth understanding of the variables that would be associated with the program, we still have to take the values at its face value, leaving it to be a product of interpretation. The fact that the external environment has a large influence over the process would, therefore, create the necessary understanding of the future variables being different from our original collections and therefore, it is due to these variables that our programs are different after they have been introduced than the planned state. The entire model, therefore, becomes static and deterministic whilst the real world is constantly moving and chaotic. This makes any implementation to face challenges of adaptation. Therefore, while planning policies, we should always consider a margin of error and how, if any, damage control can be performed in order to suit the situation and for the programs to the use-case better.
