Discuss why you think police officers and/or their supervisors may be skeptical of researchers asking questions in and around their department. Why would officers be inclined to cooperate or not cooperate? If you were the police chief how would handle this situation?
Police officers and/or their supervisors may be skeptical of researchers asking questions in and around their department because they cannot judge the authenticity of these researchers and fear that information might be leaked to such researchers and would lead to a bad situation as well. The police officers will not be inclined to co-operate since they feel that such information is strictly confidential and should not be divulged to anyone since the other person might misuse that information. Also security risk is perceived by the police officers if they divulge anything to researchers since it might lead to breach of information.
If I were the police chief, I would instruct the police officers to interact with the reserchers only after checking their ID cards and authenticating them properly. If it is established that they intend to interact with them for research purposes only, then only such interaction should happen, otherwise they are not to be entertained.
