Expert Solution

A child with broken leg needs physical therapy - will receive the required treatment.Because his leg is fractured,he/she can't do anything without it.Pain caused by a broken bone is typically severe. More over its estimated cost is $10,000.

A 55 yr homeless old man requires knee replacement surgery and physiotherapy - will not receive the required treatment during this pandemic. For this condition, other treatment options are there including oral medications, injections, complementery and Alternative Medicine modalities(accupuncture, massage etc.).So he will be treated like this in a Govt.hospital then no need of money. If knee replacement surgery is done, then no one is there to take care of him.

A 76 yr old women CEO requires hip replacement - will receive the required treatment.Because to delaying surgery cause osteoarthritis.

A 32 yr old women graduate student with leukemia requires a bone marrow transplant - will not receive the required amount.Because Bone marrow transplant is not giving any assurance to be alive after transplantation.

Now COVID19 is the major problem .So we have to check the possibility of community spread.Thats why community clinic needs new equipment for laboratory test to test COVID 19. So $60,000 fund allowed here. Also appointing a nurse who can act as a case manager in this pandemic condition(here also fund allowed ).
