If the data had been generated with a sample of 25 (n = 25), what statistical test would have been appropriate?
For n = 64, since sample size is large enough (>30), we can approximate the sampling distribution of sample mean by normal distribution. So, we can use t statistic.
But, for n = 25, we can not approximate the sampling distribution of sample mean by normal distribution. So, we can't use t statistic.
