The answer to the above problem is as follows:
Explain why a CEO would not want to implement an information governance program at their HCO?
CEO of Health Care Organisations are a bit apprehensive to implement information governance program because of various reasons. One such reason could be the challenge and risk of implementing the whole system can be a daunting task initially for HCOs as they are not related directly to data security and IT domain. Cost of management also increases manifold due to a slight mistake in managing the information. Then there are country's regulatory policies that HCO would have to comply with and this can cause a headache for these organisations because their primary job is to look after the health care and well being of individuals and not after such litigatory practices. CEO of such HCOs do not want an extra burden.
Another major factor might be that HCO might have to hire an external third party to manage all the information and in such a way, the private data of its patients might be in danger of cyber crime and cyber security. Becuase once you involve third party organisations, there are multiple stakeholders involved which could be generating problems in case of sensitive and private information such as HCOs data.
So due to the above reasons, CEO of HCO might be reluctant to have a information governance program.
