2A) the concert of Europe could be understood as the manner in which balance of power took place in Europe. It in fact upheld the political domination of the Holy Alliance. Hence, the answer would be

2B) the concert of Europe could be understood as a fail safe mechanism through which power balance was maintained in Europe time and again. This majorly took place in two different phases, one was after the death of Napoleon, from 1815 to 1860s and the other one was after the unification of Germany from the early 1880s to the First World War in 1914. Such a situation is not an oddity in history. Forever, the stronger countries have tried to move the world order according to their wishes, through formation of alliances and groups. Even today, we see some highly influential summits and groups of the most strong economies to facilitate the manner in which major decisions would be taken, though now the situation is more transparent.
