What is the Homeland Secuirty Act of 2002? How did it come about, and what did it do? Explain in FULL detail.

Homeland Security Act of 2002 was signed into law by President George W.Bush on 25 November,2002 . This Act was introduced in the aftermath of September 11 attacks . It established the Department of Homeland Security (DHS) .
Homeland Security Act is divided into 17 titles that establishes the Department of Homeland Security and other purposes.Each title is broken down into several sections they are:
1. Department of Homeland security.
It establish the department of homeland security which carries out the several missions that comply with the United States Code.
2. Information Analysis and Infrastructure Protection.
It is used to access , receive and analyse law enforcement information and other information from federal , state and other local government agencies.
3. Science and Technology in support of Homeland Security.It is a plan to develop national security and strategic plans to develop countermeasures for chemical, biological and other emerging terrorist threats.
4. Directorate of border and transportation security.
It controls what comes in out of United States security inorder to prevent terrorist and instruments of terrorism.
5. Emergency and preparedness and Response.
It helps to ensure the response time and preparedness of providers for terrorist attacks.
6. Treatment of charitable trust for members of armed forces of United States and other government organisations.
It is concerned with trust fund for distribution towards surviving spouses, children or dependent parents or grandparents.
7. Management.
Its purpose is to manage the budget, expenditure of funds, accounting and finance, human resource and procurements of departments.
8. General provisions.
It establishes an office for State and local governments to oversee and coordinate departmental programs for and relationships with state and local governments.
9. National Homeland Security council.
It function as an advisor to the president.
10. Information Security.
It provides mechanism for protecting federal information and preserve information security.
11. Department of justice divisions.
Under this it details the powers and duties of the Secretary , the under Secretary and the Attorney General.
12. Airline War Risk Insurance legislation.
It details the air carrier responsibility for third party claims arising out of acts of terrorism , extension of insurance policies , correction of reference and reports.
13. Federal Workforce Improvement.
It details and establishes Chief Human Capital Officers and its council.
14. Arming pilots against Terrorism.
It contain the establishment of programs to deputize volunteer pilots of air carriers providing passenger air transportation as Federal law enforcement to defend the flight decks of a aircraft of such air carriers against acts of criminal violence .
15. Transition.
It establish the 12 month period beginning on the effective date of this Act . It consists of the definitions, reorganization plan, and modification of plans.
16. Corrections to Existing law relating to airline transport security.
It establish the retention of security sensitive information authority at the Department of Transportation , increase civil penalties, and allow U.S. citizens and U.S. nationals as screeners.
17. Conforming and Technical Amendments.
It amends several acts and amendments of the U.S. .
The main motive of the Homeland Security Act is to prevent terrorist attacks within the United States and minimize damage and assist in recovery for terrorist attacks that occur in the United States .
