The usa constitution provides for a federal system under which the Union and the states have been granted autonomy.

Under the federal system, it has been arranged that the state has the right to make its own laws etc.Under the system, when it comes to sovereignty and international relations, the law of the Center is considered more effective.We know that an issue like immigration is a sensitive issue related to international relations and also an issue affecting sovereignty.

Under the federal system, the law and policy of the Center is considered more important in matters affecting national sovereignty than the state or province.

States are required to corporate in such policies created by the Federal Government.

If these policies and rules made by the federal government are not followed by the states, then there is no solution to stop funding, etc. Rather it can promote tension between the state and the union. And this can also threaten the sovereignty and honor of the country.

On such matters, the Federal Government and the State Government should come on a common platform and discuss the policies and rules related to them. And the consent of the states should also be taken so that there is no interference in the future.

Because USA is a democracy where everyone needs to have discussions and participation. If we ignore the states in such cases, then it will not be able to form a strong policy because the states have an important role in running the country.
