Should policing as an institution be reformed in America? If so, what reforms should be implemented to improve policing?

Policing as an institution in America needs to implement a major reform to improve policing. Two concrete examples can help us in understanding how police are good enough for the public while it can bring out a change to improve their services.
Example 1- Why and where reforms are required- It has recently been observed that Police in America is indistinguishable from the military if we take a look at the recent riots that were sparked amidst the Black Lives Matter protests. The reason for this observation was a pact formed between the military and the police to store military grade equipment in the police warehouses and in return police can use these weaponaries as for drug raids. Since then there have been several sightings of police using these equipment and few unfortunate incidents have occurred. Although Obama banned the use of such equipment under his governance, the Trump government again withheld the status of use. This is a major concern for the public, while these equipment can actually come in handy, they are also dangerous. Recent studies which suggested the banning of these equipment, found that police officers who held these equipment felt powerful and could sense fear in the public, which can be psychologically uplifting for the self esteem of any human being.
Example 2 - Why more reforms are not required- In the recent shootings at school premises in Florida, there were many police officers who rushed to the site of crime only to realise that they themselves were a student in that school sometime. This connection between the police authorities and the public institutions help in association of a trust factor from the public towards the police which is achieved because the public has trust in the police as an institution.
