The National Transformation Program is an action plan the Saudi government has placed in motion to reduce the country's economic dependency on oil. The five year plan has three strategic goals: public sector & structural reforms, economic diversification & market climate enhancement, and social reforms. The plan implements 543 programs across 24 government departments and ministries
The National Transformation Plan (NTP) aims at achieving organizational excellence in government, improving economic enablers, and improving living standards through: 1. Accelerating the introduction of programs concerning main and emerging infrastructure 2. Engaging stakeholders to identify problems, co-create solutions and contribute to the success of the programs of the program.

Improve the overall value given to patients by enhancing the quality and efficiency of healthcare services, as well as the protection of healthcare facilities; ensure sufficient financially sustainable healthcare coverage
Enable safe living by encouraging preventive health care (such as education and vaccination) to reduce the risks of communicable and non-communicable diseases and health crises. Improve patient safety to minimize medical costs and pressures by implementing and reviewing quality standards in medical facilities and increasing digital training Increase clinical efficacy through the implementation of a modern model of treatment and consolidated health records, promote paramedics skills and encourage innovation
Improving patient experience by fostering a patient-centered healthcare culture and growing patient engagement through technology Enhance sustainability and financial accountability through digital transformation of healthcare insurance, privatization, collaboration with the private sector and advancement of governance across the nation
Provide the required services to allow people in need to rely on themselves, including follow-up programs for schooling, certification and training programs, and pensions and medical care; this will help transition from the "subsidy" approach to the "providing empowerment assistance" approach Encouraging citizen engagement in volunteering activities.
Also, making sure the legal system is able to build more and more opportunities for volunteering. As a result, the number of volunteers will increase, enriching their experiences and improving their lives and community, and providing them with practical skills to improve their performance.
