To stop cyber criminals reign of terror, we as a normal residents can't do much. So it is the work of the administrative department like the cyber cell of the police or the intelligence agency to fight with it. They can set up traps with the help of the ethical hackers and try to catch that cyber criminals and punish them. Or they can develop special software programmes with the help of an expert programmer which can detect these types of activities when they are taking place and can help in catching the culprits by detecting their IP address.

This reign of terror can be stopped permanently only by catching the cyber criminals and not just by developing softwares against it, this is because such types of criminals are highly expert in their job and hence can develop a solution for every steps taken here. But if they are caught by any means than only a fear will develop among them and such activities will come to a halt.
