This chapter introduced you to both parliamentary and presidential systems. In some cases, a country has both types of systems, making it a hybrid. Use Google search to identify some of the countries that have a hybrid system of government. Choose a country of your choice and research whether the hybrid system is working in that country. Is it successful? Why or why not?
The countries which have both parliamentary system and
presidential system are Azerbaijan, Congo, Guinea Mauritania,
Namibia, Palestine, Russia, Syria etc. Here the president chooses
the prime minister without the confidence vote parliament. The
president has the power to dismiss the government.
In Russia there is semi-presidential republic is followed.
President is head of the state and the government has the executive
power. Legislative power is divided to two houses of Federal
Assembly. In 1993 Russia declared as democratic, federative and law
based state with republican government. There is diversity of
ideologies and religions were sanctioned. There is right for multi
party system. The president determines the domestic and foreign
policy within the country and foreign affairs. The power of
government was under the full control of president. During 1993,
there is a conflict occurred between legislative and executive.
There is two-third vote of Federation Council need to remove the
president.
Now the Russia government is under the control of Putin. Russia
enjoys the autonomous self government. Economic Intelligence Unit
considered Russia as authoritarian. From 2005 Russia increase its
price level to attain growth and strengthen the international
relation.
