The reason for not excercising the option according to me would be, the trend showing negative after almost two years. If I am an employee of the organsiation, I would prefer buying stocks at a lesser rate and then analyse on the stocks performance in near future rather than buying stocks which is expected to trade at a negative rate. Instead, I would wait till 2019 and buy the company shares at a lesser rate.
