The Practice of Public Relations, 12th edition, by Fraser P. Seitel Prentice-Hall 2014 / Chapter 3 or 4
What is the relationship between public relations and public opinion?
Public affairs is the specialty of PR which involves public policy and law making. Companies also want to influence public policy because it will affect their business, but they don't know how to do it. Public policy research helps companies close the divide between the private and public interests. Through public relations initiatives, those who establish public policy and laws that disregard the voice of an enterprise.
Public relations and public afairs are also seeking to persuade the public to behave in any way. Efforts in public relations will also target the public opinion and vote conduct. That often means helping to form coalitions between groups with common objectives and then using the coalition to achieve the desired outcome. Public relations campaigns are often aimed at public opinion, but in a way that motivates the audience to purchase a specific product, hear a message more clearly, or learn creatively and uniquely about a new company.
Consequently , public relations are usually more commercialised than public affairs. Public relations strategies are introduced to help companies meet their corporate goals. But advertising isn't about public relations. If advertisement tells people about your business, then public relations gets people to tell people about your business. (And generally, PR activities are much cheaper than ad campaigns.)
The main link between public affair and public relations is that both require a personal connection to societies. If they believe they have a justification to do so, people are not motivated to behave, think or buy in a certain way.
