In international relations, militant non-state actors are those groups which are completely or partially independent of the government, and resort to extreme violence to achieve their goals. Lot of terrorist organizations come under this category.
The narrative here is to analyze the amount of influence these groups have over contemporary states and its citizens. If these groups have a significant influence with the citizens, then the survival of the state is in a difficult situation as its own citizens are not conceding with the state's interests. In an alternative, if the militant groups have gained a negative perspective with the citizens, then there will be violent protests, which will convert into riots killing many, but the resistance against the militants won't fade away. And one fine day, when the militants are overpowered by the state and its citizens, they are doomed to failure and nonexistent in the long run. But this is a long shot and needs a lot of cooperation with the citizens and the state must take radical measures as well.
