i did the solution using gain 1.5 as nothing mentioned about if it is short dipole or half wave dipole if the answer is lower then use 1.64 in place of 1.5

The radiation pattern of dipole antenna is 90° to the axis that is maximum radiation is in the horizontal direction when antenna is vertical
