It should include: What guidelines should we follow for how to present material to decision makers? If we believe that the policy process is somewhat as Kingdom describes, what role does good analysis have in that process? Should policy analysis be more like science and avoid value judgments? If so, how do we ensure that it is useful and relevant? How should we integrate "policy analysis" into government decision making? What role should it serve? Can/should policy analysis tell is what we "ought" to be doing?

Good and effective analysis with an appropriate analysis method is very important for the right decisions to be made in the Policy analysis.

There are many complex real-life situations where it becomes really difficult to decide what is right and what is wrong in the process, sometimes, maybe the method adopted for the analysis have to be different from the already available methods, maybe its new and something more effective.

While talking about the studies regarding the policy implementation, in the large sectors and real-life situations, it becomes really difficult to determine what to adopt and what not. There are cases of policy failures like taking example of India, in 1969, there was implementation of the third five year plan which was solely based on the agriculture evolution and doing some experiments in this field to meet the needs of the country and increase the production, raize the GDP of the country and so on. Theis plan was completely based on the previous two five year plans which lead to an exponential growth in the country.

This plan failed completely because of the consecutive Indo-Pak war and the war with China in the subsequent years. The whole of the money was spent on completing the war needs instead of agriculture. Apart from this, there was a serious drought in the same year, This lead to a complete failure of the third five-year plan.

So, Whenever there is policy making, appropriate analysis is very important taking all the necessary condition in the analysis and policymakers should be prepared for anything which is different from normal routine and should be ready to deal with it.
