When do we use the Hook development length??? and is it applicable for the tension steel in both of +ve and -ve moments? or only negative??
pls explain it for me as much clear as possible

We use Development Length as it provides to create a bond between steel and concrete.
Its importance is that it transfers the bar force without slip and it increases the bond between steel and concrete.
So we can define the development length as the length of the Bar needed to get reinforced into the column so that to get a desired bond between the concrete and steel.
The importance for providing the development Length is that it develops a safe bond between the bar and the concrete so that no failure due to any slippage can occur.
To avoid slipping Failure the bar may be connections, joints, splices into the bars.
If we do not provide development length then at the location of critical areas the structure will fail easily.
Development length may Depends-:
1. Compressive Strength of concrete.
2. Grade of concrete.
3. Grade of Steel
4. Diameter of the Bar.
5. Transverse reinforcement.
Development Length is applicable for both positive and negative moments.
