Talking in terms of metrics some of the key functions are:
Building
1. Meeting Functional and Psychological needs
The key aspect is to identify stakeholders and understand their psychological and functional needs with respect to the spaces in the building. These requirements could be translated into a layout for the building and facility. Later feasibility analysis should be done of the proposed layout. There should be enough flexibility in the designed plan to be able to adapt if need be. Once a building is constructed and ready to occupy, these functional and psychological satisfaction could be an important metric to understand overall satisfactory levels.
2. Provide a seamless Product/System Integration
The building layout right from the usage of raw materials to design to technology should be mutually cohesive in such a way that the various aspects complement each other. A building will only be robust if all the underlying aspects fit properly with each other to provide a seamless experience. So, this could be another key metric.
3. Performance satisfaction
A final inspection of the building is not enough to classify it as satisfactory. Steps to ensure long term quality assurance, compliance with functional/psychological/operational needs and building commissioning are important metrics to provide long term satisfaction.
Community
1. Education and skill development
The key element to assess any community is to understand how heavily they are invested in education and skill development. The role of a community is essential in building that culture where education and employment are seen as pillars of success. Therefore, the well being of any community can easily be identified through observing the above mentioned aspects.
2. Instill a sense of belongingness
Despite it seeming difficult to quantify this aspect as a metric, various community events, activities and general attitude of individuals can be studied and observed to identify that sense of belongingness. If the belonging is high the participation and attitude in general would definitely reflect a positive vibe. Constant efforts are a must to maintain that level of connect within a community.
3. Giving back to the society at large
How receptive a community is of other communities and also the society at large is a giveaway of the sense of culture, development and attitude of that particular community. A community which is equally concerned about other communities is well respected and looked up to.
Example: The Sikh community in India is a great example to understand as far as giving back to the society is concerned.
City
1. Provide sufficient Opportunities
The key metric for any city is to build a conducive environment so that the individuals have sufficient opportunities to grow and pursue their dreams. In can be quantified by studying the demographic details of the city in terms of employment opportunities, education level and per capita income.
2. Standard of living
The overall infrastructure in terms of transportation, amenities, public schools and social aspects like religion, caste and harmony in diversity are key metrics. All these factors play a crucial role in improving the standard of living.
3. Safety
Apart from a conducive environment, a city must provide a safe environment where crime rates are low and law and order is proper. A safe city is an ideal city.
