answer-

1- -How difficult it is to change a culture where project management is perceived as of low status and something to get out of? How would you approach such a task?

Your organization's culture has a lot to do with the success rate of your projects. Keep in mind that I'm talking about projects all throughout your organization, not just about one particular project. The term culture generally means “how we do things around here."

so, if project management is percieved as low status then organization is not doing good in projects & this could be cause of less support of superviors or top management, mis communication among team members, conflicts, misuse of power & authority by the project manager or low budget for project etc. these kind of reasons make the project ineffective & people in team considered tha is good option to get out such projects.

i would approch such matters by doing following things-

  • motivate & communicate with project team that we are the pillars of this organization & if get weak then organization would fall.
  • i would adopt the interactive & supportive approach so that team never feels that they are alone & no one cares about the project.
  • i would try to raise thier interest by allowing breaks sessions, group disccusions, fun games etc which would refresh thier minds & they would be pumped up to do thier task.
  • i would ask the top management to extend the budget if budget is causing the problem.
  • i would assign the tasks to team members according to thier competency so that they can do those tasks with interest & effectively

2- What is the problem with the mentality of admiring heroic rescues of projects in trouble?

the organizational mentality of admiring heroic rescues of projects in trouble had to be replaced with admiration for doing a competent job from the beginning and time after time. The challenge was to survive during the years it would take to evolve into a professional project management organization.

the problem is that if task are assigned to people according to thier competency in the first place then there would be no need to rescue the project from failure because project would not lead to this point.if project was done professionally then it would not need any heroic rescue.
